Exciting Siemens Measuring Device, probably an option unit for a Siemens Capacity Tester (rear side shows connections to and from an R2030). I think it shows the efficiency of a capacitor (Güte-Messgerät).
 
It has a couple of Nixie Tubes, but it's too exciting to take it apart just for the Nixies. I think it's part of a measuring set. I love the huge bulky design. I guess it's packed full of beautiful electronics.
